Avagene Moore, CEM President Avagene Moore is President and Coordinator of the Emergency Information Infrastructure Project (EIIP). She is responsible for the management and coordination of the EIIP Partnership and oversight of the EIIP Virtual Forum and program schedules. Avagene is a Certified Emergency Manager (CEM) with 28 years of emergency management experience and is a past President of the International Association of Emergency Managers (IAEM). She served as the local emergency program manager in her home county for 16 years and worked four years in the Emergency Management Lab of Oak Ridge Associated Universities prior to her affiliation with the EIIP. She is a life-long resident of Lawrenceburg, Tennessee. |

Amy Sebring Amy Sebring is the Technical Projects Coordinator for the EIIP and serves as Webmaster and Webinar Moderator for EMForum.org. She has previously served as Acting Emergency Management Coordinator and Emergency Information Specialist with the City of Corpus Christi, TX Office of Emergency Management. She has also conducted regional planning activities and worked with the National Weather Service to develop online training related to public warning. |

Havidán Rodríguez, Ph.D. Board Chair (2010) Dr. Havidán Rodríguez is Provost and Vice President for Academic Affairs at the University of Texas – Pan American. He previously served as Deputy Provost and professor in the Department of Sociology and Criminal Justice at the University of Delaware and as former director of the Disaster Research Center (DRC). Dr. Rodríguez has conducted research on the social and human dimensions of disasters. He has led social science teams to conduct field research following the 2004 Indian Ocean Tsunami in India and Sri Lanka and following Hurricane Katrina. His research has been funded by the National Science Foundation, the Federal Emergency Management Agency (FEMA), U.S. Army Corps of Engineers, and the NOAA Sea Grant College Program, among others. He has extensively published in the area of disasters, and is the co-editor (with Enrico Quarantelli and Russell Dynes) of the Handbook of Disaster Research. Rodríguez received his Ph.D. from the University of Wisconsin. |

Elysa Jones Board Member (2007) For the past several years, Elysa Jones has been the Engineering Program Manager for Warning Systems, Inc. (WSI) in the design, development and deployment of over 100,000 Tone Alert Radios and numerous software controlled dissemination systems. She has served as a board member for the Partnership for Public Warning, works closely with the Emergency Interoperability Consortium, and chairs the OASIS Emergency Management Technical Committee. This committee developed the first emergency data standard for communicating warnings, the Common Alerting Protocol (CAP) as well as the Emergency Data Exchange Language Distribution Element (EDXL-DE) for defining routing assertions for any emergency data. She is also a Member of the Standards & Practices Committee of the International Association of Emergency Managers (IAEM) and member of the NIMS-STEP Working Group. |

Christopher Saeger, CPT Board Member (2008) Chris Saeger began his career in emergency management at the Southern Tier Chapter of the American Red Cross in Binghamton NY as the Emergency Services Coordinator. He has worked in a variety of positions at all levels of the organization including directing major relief operations. In 1992 Chris directed the National Red Cross Response to Hurricane Andrew in Florida. He has also been on the advisory committee for the emergency management program at the University of North Texas and been a guest lecturer for the program’s capstone course. Chris is active in the field of Performance Improvement and has served in leadership positions in the Washington Metropolitan Area chapter of the International Society for Performance Improvement. He is also known for his interactive course designs and simulations. Chris now leads the performance improvement team for the American Red Cross. |

Dan E. Summers, CEM Board Member (2009) Dan Summers is currently the Director of the Collier County Bureau of Emergency Services for Collier County Government in Naples, Florida. Mr. Summers holds a Bachelor of Science Degree in Human Services with a concentration in Disaster Management from Thomas Edison State College, in Trenton, New Jersey. He is a graduate of FEMA’s Professional Development Series, holds a Certified Emergency Manager designation and a North Carolina Professional Development Level 4 certification. Mr. Summers has over 23 years of disaster and emergency services management experience. Recently, Mr. Summers has received awards for his professional efforts from the International Association of Emergency Management, North Carolina Division of Emergency Management and the Florida Emergency Preparedness Association. |

Bruce S. Binder, MPH, CEM Board Member (2009) Bruce Binder has worked in emergency management for over 25 years at the local, state, and federal levels. He currently provides technical consulting services for emergency management agencies, state agencies, public health agencies and hospitals throughout the Unites States and Canada. Activities include writing plans, writing and conducting exercises, and assessing current systems. Bruce also serves as a Disaster Assistance Employee (DAE) with FEMA, assisting the management of responses to a number of declared disasters as a Chief of Staff, Special Assistant to the FCO, Planning Section Chief and other roles. During Hurricanes Katrina and Rita served in the Primary Federal Official’s Planning cell working between the JFO, PFO and City of New Orleans EOC. |

Pascal Schuback Board Member (2010) Pascal Schuback is Emergency Management Program Coordinator for King County, Washington Office of Emergency Management, with responsibility for supporting technical operations and systems in the King County Emergency Coordination Center (ECC). Pascal previously worked in Oregon with several emergency management agencies in the Portland / Multnomah County area. He has degrees in Public Health and Public Administration, and is active in several groups dedicated to developing innovative, resilient emergency management programs, in both the public and private sectors, throughout the Northwest. |

John Carver Scott, M.S. Board Member (2010) Mr. Scott founded the Center for Public Service Communications in 1990 with the goal of providing guidance to communities, governments and public sector organizations in the specialized field of applying telecommunications and information technologies to reduce health disparities, to improve health services to underserved and disenfranchised individuals and communities and to improve the collection and sharing of scientific, technical and community knowledge to reduce human vulnerability to natural hazards. Since that time he has been a consultant to the private sector and numerous government agencies. He is recognized as a world leader in the field of communications and information policy and programs for disaster management, humanitarian assistance and health and has extensive experience working with international organizations. |

Ellis Stanley, Sr., CEM Board Member (2010) Ellis Stanley’s 35+ years of work experience in emergency management began as Director of Emergency Management for Brunswick County, North Carolina in 1975. At his retirement in 2007, he served as the City of Los Angeles General Manager of the Emergency Preparedness Department. Mr. Stanley joined Dewberry, LLC in November 2007 as Vice President and Director of Western Emergency Management Services. He is a past President of the International Association of Emergency Managers (IAEM), the American Society of Professional Emergency Planners (ASPEP), the Atlanta Chapter of the National Defense Transportation Association (NDTA), and the Atlanta Chapter of the National Forum for Black Public Administrators. Mr. Stanley serves as an instructor at American University where he teaches Senior Crisis Management /Command & Control. He also serves as an instructor at Harvard University where he teaches Meta-Leadership. |

John B. Copenhaver Board Member (2011) John Copenhaver currently serves as President and CEO of the Contingency Management Group based in Atlanta, Georgia. He previously served as Regional Administrator, FEMA Region IV, directing the federal response to 58 Presidentially-declared disasters during his tenure. He has held numerous professional appointments including Senior Advisor for the Business Continuity Institute (BCI), member of the FEMA National Advisory Council Private Sector Sucommittee, Senior Advisor for the IBM International Crisis Response Team, CEM Commissioner for the International Association of Emergency Managers (IAEM), Advisory Board member of the Canadian Centre for Emergency Preparedness, and others. He also serves on the Editorial Boards of the Journal of Emergency Management and the Disaster Resource Guide. |
