 | EIIP Classroom Online Presentation Terrorist Incidents: Consequence Management Strategic Planning Rick Ranous Dave Wheatcraft Amy Sebring: Moderator The EIIP Virtual Classroom continued its hazard series with a session on "Terrorist Incidents: Consequence Management Strategic Planning." The presentation featured two speakers involved in the development of the consequence management strategic planning for the State of West Virginia. Rick Ranous works in Recovery and Business Continuation Planning for EQE International. Rick used a number of slides to illustrate the organizational structure for crisis and consequence management in the West Virginia. Dave Wheatcraft, Director of Technological Hazards, West Virginia Office of Emergency Services, is in charge of the state SARA Title III, the Federal Emergency Management Agency (FEMA) Terrorism Grant and Department of Justice (DOJ) Equipment programs. Dave provided details of ongoing activities at the state level to ensure West Virginia agencies and local governments are ready respond. * * * * |
| DAVID WHEATCRAFT
David Wheatcraft is the Director of Technological Hazards at the West Virginia Office of Emergency Services. Since joining the agency in May 1999, he is in charge of the state SARA Title III, the Federal Emergency Management Agency (FEMA) Terrorism Grant and Department of Justice (DOJ) Equipment programs. Mr. Wheatcraft's extensive background includes over 18 years in the chemical industry. While at FMC in Institute, WV, he was a Process Environmental Technician and a Senior Laboratory Analyst of the Environmental Group at DuPont in Belle, WV. During the course of his chemical career, Mr. Wheatcraft's responsibilities included operating chemical plant manufacturing processes. Other areas of responsibility were operating, analyzing and maintaining plant environmental control systems, analyzing product and wastewater samples, classifying hazardous material for worldwide shipments and performing preventive maintenance on process, environmental and safety equipment. * * * * |
| RICK RANOUS
Mr. Ranous graduated from California State University Los Angeles in 1975 with a Bachelor of Science Degree in Civil Engineering. He is a registered Civil and Structural Engineer in the State of California. While in the public sector, he worked for the Governor's Office of Emergency Services and was involved with the emergency response and recovery operations for a number of disasters. During these disasters, he served as the technical advisor for the OES executive management. Mr. Ranous is now employed by EQE, International where he specializes in Recovery and Business Continuation Planning. Mr. Ranous is a past-president of the Structural Engineers Association of Southern California; past chair of the Building Code Committee for the Structural Engineers Association of California; and past-chair of the Disaster Emergency Services Committee for the Structural Engineers Association of Southern California. He is also a certified instructor for the California Specialized Training Institute (CSTI) in the Standardized Emergency Management System, and a CSTI adjunct instructor for several training programs. * * * * |
