SUMMARYEIIP Tech Arena Online Presentation RAMS: Responder Assets Management System Bob Hunter Amy Sebring, Moderator The EIIP Tech Arena featured a presentation on the RAMS: Responder Assets Management System. Guest speakers were Bob Hunter and Scott McKenney, co-creators of the RAMS system, from the RAMS Project Office at the Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. RAMS is public safety software designed by and for local responders (police, fire, EMS, and the city Emergency Management office). RAMS addresses the need to automate the daunting complexities of managing a mass casualty weapons-of-mass-destruction terrorism event (nuclear-biological-chemical). It supports crisis and consequence management, as well as the whole spectrum of responsibility through planning, training, and operations. Many of the tools may be used in daily operations. A sub-set of RAMS, SituationMaster, is currently available. The full RAMS application will be available mid-2001. |
SCOTT A. McKENNEY
Scott McKenney is the co-creator of the Responder Assets Management System (RAMS). His undergraduate degree is from Brown University and he holds an MBA from American University. He served as a naval intelligence officer in Southeast Asia and other locations from 1964-69, and as a career intelligence officer with the Central Intelligence Agency from 1970-85. From 1985-88, he was with the corporate offices of Motorola at their Schaumburg, Illinois headquarters, creating one of the first business intelligence systems. He joined Oak Ridge in early 1989 and formed the Special Projects Office (SPO), a component of the U. S. Department of Energy Field Intelligence Element in Oak Ridge. SPO is a program office that develops and manages technology application projects for customers in the arms control, intelligence, special operations, and public safety communities. * * * * |
BOB HUNTER
Bob is the co-creator of the Responder Assets Management System (RAMS). His undergraduate degree is from the University of Hawaii in mathematics and he holds a Masters in Education from Chapman College. He served in the U.S. Air Force for 25 years, retiring as a Colonel. Nearly half of that time was spent in Command and Control related positions, where he participated in most every major military action from the aborted rescue attempt of the American hostages in Iran through Desert Storm. He joined Oak Ridge in 1993 to develop advanced Command and Control systems for the military. In 1996, he developed the Command and Control system used by the Atlanta Police Department to manage security for the 1996 Olympics. Since then, he has worked in related First Responder areas, including resource management systems. He is also the webmaster for the Department of Energy's Environmental Management website (over 35,000 pages, receiving approximately 3 million hits/month). * * * * |
