DEWAYNE WEST
Director of Emergency Services

Mr. Dewayne West has been Director of Emergency Services for Johnston County North Carolina since January 1988. He is responsible for supervising the Emergency Management program, Fire Marshal's Office and Emergency Medical Services for the County. Prior to this he was Health Services Coordinator at Johnston Community College from 1981 thru 1987.

Mr. West is past president of the North Carolina Emergency Management Association and former two-term President of Region IV of IAEM. He is a Certified Emergency Manager (CEM® ) through the International Association of Emergency Managers. He currently serves as a member of the North Carolina State Emergency Response Commission, and the Emergency Management Accreditation Commission (EMAP) and chairs the EMAP Program Review Committee. He also serves as County Fire Marshal and is a Certified Fire Investigator (CFI) through the North Carolina Office of State Fire Marshal.

He is a retired member of the N.C. National Guard where his last assignment was section leader for the Nuclear, Biological and Chemical Warfare decontamination section. He is also a retired firefighter and rescue squad member.

KENT TAYLOR
Executive Vice President

Mr. Taylor has extensive experience in the areas of IT hardware, software and business process improvement and disaster readiness methodologies. As Excelliant’s Chief Operating Officer, Kent provides leadership for Excelliant’s Business Continuity Planning and Disaster Readiness practice. He has a hands-on approach and often serves as a continuity planner on client engagements.

Before joining Excelliant, Kent was the Executive Vice President at Metamor/PSINet Consulting Services, where he led the eBusiness Center of Excellence, which focused on providing eBusiness software and security solutions. While at Metamor, he also led their business process improvement group that specialized in six-sigma process engineering projects. Prior to Metamor, Kent was the Director of Asset Planning at BellSouth, where he was responsible for optimizing the utilization of over $1.4 billion in assets. As a Director, he helped to lead the re-engineering program at BellSouth.
