KAY GOSS

Kay Goss has thirty years of experience working as a federal and state administrator, as well as a senior advisor in areas of emergency management, homeland security, public finance and intergovernmental relations. Currently, she is in her sixth year serving as Senior Advisor for Public Safety and Security Government Solutions, including Homeland Security, Emergency Management, and Business Continuity, at Electronic Data Systems Corporation (EDS), the global technology company with 139,000 employees working in 58 countries. She holds certifications as an Emergency Manager (CEM), a Community Emergency Response Team member (Alexandria, VA), and an Assessor for the Emergency Management Accreditation Program (EMAP).

She was appointed by President William Jefferson Clinton as Associate FEMA Director in charge of National Preparedness, Training and Exercises, confirmed unanimously by the US Senate in 1994, and served until end of Clinton administration in 2001. Previously, she served the Governor of Arkansas as Senior Assistant for Intergovernmental Relations, including emergency management and all public safety issues.

She has served as Assistant Professor of Political Science at the University of Arkansas at Fayetteville for four years and served as adjunct professor of government at the University of Arkansas, Little Rock, for two decades. She also serves as Adjunct Professor, teaching on-line courses in emergency management for John Jay College of Criminal Justice at City University of New York, Arkansas Tech University, Western Washington University, University of North Carolina at Chapel Hill, and Western Carolina University.

She is the author of numerous reports, articles and monographs, as well as author of the forthcoming, Handbook on Emergency Management, being published by Oklahoma State University, as well as three previous book, The Arkansas Constitution: A Reference Guide, published by Rutgers University; Political Paradox: Constitutional Revision in Arkansas, published by the National Municipal League; and The City Manager Plan in Arkansas, published by the University of Arkansas. .
