Scott Preston attended his first CERT course at the Kent, WA Fire and Life Safety Department station # 73 on the evening of September 11, 2001. He had signed up for the course weeks in advance but found himself sitting in a fire station on that most memorable of days, eager to learn about CERT. That decision would later launch his career in emergency management. Scott has worked professionally for the University of Washington since August, 2005. Along with other emergency-related duties, Scott leads a 300+ person Campus Emergency Response Team (UW-CERT). He is responsible for all aspects of the CERT team including recruitment, training, supplies and command during real-world incidents. His other duties include serving as an ICS-instructor, the UW's business continuity manager and as the Planning Section Chief for the UW's Emergency Operation Center. Scott serves the community in a variety of ways including volunteer SAR and emergency management. He's also a paid member of the Seattle Metro Incident Management Team, serving as a Liaison Officer in the Command Staff. Scott lives near Seattle with his wife, 4 children, 5 cats and a feisty rabbit named Winston. |

Phil joined the School of Criminal Justice at Michigan State University (MSU) in July 2002 with a dual appointment as director of the Global Community Security Institute and as an academic specialist/instructor. He coordinates a variety of multidisciplinary emergency management and homeland security-related outreach, training and education activities. His instructional responsibilities include an undergraduate Introduction to Criminal Justice course, and graduate-level courses in MSU’s online Certificate in Homeland Security Studies program and the online Food Protection and Defense course. He also serves as adjunct faculty for the Michigan Center for Public Health Preparedness at the University of Michigan in Ann Arbor, and teaches U.S. History part-time at Lansing Community College. His consulting clients have included Pearson Performance Solutions, CDM (Camp, Dresser & McKee), and the Michigan Department of Community Health. Prior to joining MSU, Phil served a twenty-five-year career with the Michigan State Police (MSP), retiring in June 2002 with the rank of inspector as the assistant deputy state director of emergency management and homeland security. Recognized as the “unofficial” departmental historian of the Michigan State Police, Phil received several awards for outstanding government service in preserving the department’s proud historical heritage. Phil earned a B.A. degree in Religious Studies and a Master of Management degree from Aquinas College in Grand Rapids, and a Ph.D. in American History from Michigan State University. He is a graduate of the 191st session of the FBI National Academy in Quantico, Virginia, and he maintains active membership in a variety of state and national emergency management and law enforcement associations. |
