PAUL SCHWARTZ

As Chief of Operational Integration, Mr. Schwartz has been directly responsible for developing and managing the Gap Analysis Program (G.A.P.). This critical program enables FEMA to assess the needs of state and local jurisdictions in the critical areas of evacuation, sheltering, commodity distribution, debris removal, fuel availability and medical needs early enough so that mitigating strategies can be implemented well before the onset of the event. Mr. Schwartz was recognized as a recipient of the 2008 FEMA Administrator's Award for Outstanding Achievement for his efforts in developing and implementing the program.

Mr. Schwartz' Federal Government career spans more than 35 years. He served close to 30 years with the U.S. Customs Service, serving in the New York Region as its Chief of Commercial Operations, and in Customs Headquarters in Washington, D.C. as the Director of Trade Enforcement. During his Customs career, he has served as Port Director for the ports of Detroit and Boston, and as the Deputy Director of Field Operations for the port of Miami. From 2003 to 2006, Mr. Schwartz was a member of DHS headquarters serving as a Project Manager for MAXHR, the new performance management system of the department.
