DANIEL MARTIN

Dr. Daniel Martin, CEM has been recognized by others in the industry as an innovative problem solver - dedicated to the profession of emergency and disaster management. He is recognized as an astute professor of emergency management studies, bridging the theoretical and practical applications of the field of study and dedicated to promoting the profession. Dr. Martin has worked with local, state, and federal governments, as well as international corporations, in the fields of environmental engineering, public health, and emergency management. Additionally, Dr. Martin has responded in various capacities to over twenty disasters including the 2001 World Trade Center Attacks, the 2004 Florida Hurricanes, and Hurricane Katrina, and has authored scores of emergency planning doctrine for local, state and federal entities.

Dr. Martin’s enthusiasm for and knowledge of the emergency management profession and the effects of disasters on communities has led him to become involved in several professional organizations including the Comprehensive Emergency Management Research (CEMR) Network, American Society of Civil Engineers’ Committee on Critical Infrastructure, The Infrastructure Security Partnership, and International Association of Emergency Managers. Dr. Martin sits on the IAEM CEM® Commission, a ex-board member of ASCE’s Committee on Critical Infrastructure and co-founding board member of the CEMR Network.

Dr. Martin actively consults on various emergency management topics and professes for several universities. He has presented and authored on numerous emergency management topics. Dr. Martin holds degrees in environmental engineering, disaster management, and emergency management. Dr. Martin is a Certified Emergency Manager and a Certified Floodplain Manager.

MICHEAL KEMP

Dr. Micheal Kemp currently serves as Faculty Chair in the School of Public Service Leadership at Capella University for Homeland Security, Emergency Management, Fire Services and Leadership. He also serves as a senior consultant at Integrated Solutions Consulting and serves on the Board of the CEMR Network. He is a Certified Emergency Manager, incident commander, and holds over 50 certificates in other career specific training designations.

Dr. Kemp has spent the past 16 years working in conjunction with several sovereign Nations and within the local, state, and federal levels of the U.S. government. His experiences have included working directly for and or partnering with FEMA, the Emergency Management Accreditation Program (EMAP), the Foundation of Higher Education accreditation (FoHE), the Federal Law Enforcement Training Center --via the Rural Crime and Justice Center, the FBI---via a WMD Civil Support Team, the United States Marine Corps and with several states to include Minnesota, Indiana Wisconsin, and Florida. He has published and presented on several topics concerning issues in emergency management, criminal justice, terrorism, and physical security.

Beyond his immediate academic and practical emergency management experience, Dr. Kemp has enjoyed a distinguished military career. He served in the U.S. Marine Corps (USMC) for 4 years and spent another 4 years in the Army National Guard (NG). While serving in the USMC, he was principally an antiterrorism and physical security specialist with the Marine Corps Security Force Battalion and a Sergeant of combat Marines serving in the Infantry as a Combined Anti-Armor Team (CAAT) team leader. Dr. Kemp's service in the NG included completing tours as a Survey team leader with the Weapons of Mass Destruction Civil Support Team and serving as a Company Nuclear/Biological/Chemical officer.

DAIKO ABE

Mr. Daiko Abe has dedicated his professional goals and aspirations to provide greater knowledge and understanding throughout all aspects of comprehensive emergency management. Professionally, Mr. Abe has been a major contributor in the preparation of emergency management planning doctrine throughout the nation. Specifically, he has consulted and worked closely with local jurisdictions, both urban and rural, in meeting their emergency management and preparedness needs. Also, as a former communications director and government/legislative affairs specialist, Mr. Abe has experience shaping and influencing policy at all levels of government; media relations; public outreach and education; and crisis management support services.

Mr. Abe holds degrees in communications and international relations, and is actively pursuing advanced degrees in Emergency Management. As a co-founding board member of the CEMR Network, Mr. Abe is dedicated to the discipline and practice of Emergency Management, and is committed to furthering the profession by bridging the many gaps that serve to impede collaboration and knowledge transfer across the many disciplines that support this exciting
and emerging field.
