COMMENTS

"Very good presentation."

"Mr. Manning's experience shows how reality will always trump planned scenarios, and being aware and being prepared is the ultimate defense against disaster."

"Well-rounded assessment of the Christchurch event and Tim's presentation was further enhanced by the pictures presented."

"I am hopeful any changes made in how to put more information forward for the public is made available for all emergency managers."

"This was great information I will be able to use when teaching preparedness and response to critical incidents. Thank You!"
Pearline Howald

"Real time experience always trumps theory. Thanks."

"Hearing and seeing visuals directly from a disaster manager was educational especially since he happened to be in Christchurch when the earthquake occurred."

"Thanks to Deputy Administrator Manning for sharing his experience and observations regarding Christchurch earthquake. As a County government level manager and first responder, believe the concept of empowering and working with bystanders & survivors is an important concept I have never actually focussed on."

"Outstanding to have photos and personal story from a survivor with such credentials! Thanks for making this happen. Very valuable."
Mike Calvert

"Even though it was a little early (4am New Zealand time), I very much appreciated the sharing of experiences from an expert perspective. A very worthwhile presentation, thank you for sharing our story!"

"I was very delighted to participate as Tim has not had a whole lot of time to share with us his experiences in Christchurch. I did learn a lot from listening in and I am very proud of him and the fact that he was there to help."
Viola Barnes
FEMA

"Very insightful change in perspectives. Deputy Manning's first experience as disaster survivor (instead of first responder) provided keen recognition that the public is a key participant that must be accounted for in a community's EM planning and response. I am very glad to hear that FEMA has begun to recognize this and is now reviewing the messages given to the public. Hopefully the local EM and responder community will begin to adopt a similar outlook on the value their own constituents being a positive component rather than an obstacle in response."

Timothy W. Manning was appointed by President Barack Obama and on May 6, 2009 he was confirmed by the U.S. Senate as Deputy Administrator for Protection and National Preparedness at the Federal Emergency Management Agency (FEMA). In this capacity, he is responsible for preparing the nation to protect against, prevent, respond to, and recover from acts of terrorism and natural disasters.

Through the coordination of the National Preparedness Directorate, Grant Programs Directorate, Office of National Capital Region Coordination and National Continuity Programs Directorate, Mr. Manning oversees the Agency's preparedness initiatives including national training, education, exercises, assessment, and community preparedness programs.

As a former firefighter, emergency medical technician (EMT), rescue mountaineer, hazardous materials specialist and hydrologist, he brings almost two decades of diverse, frontline emergency management experience to the Agency.

Prior to joining FEMA, Mr. Manning served as the Secretary of the New Mexico Department of Homeland Security and Emergency Management and Homeland Security Advisor to Governor Richardson.

Mr. Manning entered the New Mexico state government in 2001 as the hazardous materials response program coordinator for the Department of Public Safety. He rose through the ranks, serving as the Chief of Emergency Operations Bureau and then as the Department's Director. In 2007, Mr. Manning was named the state's first Secretary of Homeland Security and Emergency Management..
