MANUEL CENTENO

Manny Centeno began serving as a Program Manager at the Federal Emergency Management Agency (FEMA) in June of 2010. As a FEMA IPAWS Program Manager, Mr. Centeno the project manager for the National Emergency Alert System (EAS) Test and has successfully planned and conducted two full-scale EAS Tests in Alaska, and an EAS-Common Alerting Protocol (CAP) Demonstration in the U.S. Virgin Islands (V.I.).

Mr. Centeno is a former Emergency Service Coordinator (ESC) with the Virgin Islands Territorial Emergency Management Agency (VITEMA), has worked in the broadcast industry for 27 years as a broadcast engineer and manager, has a strong background in broadcast systems design and sales as a former Engineering Sales Manager for 360 Systems Broadcast, and functioned as an Officer and Director of the EAS Primary Entry Point Administrative Council (PEPAC).

Prior to joining FEMA, he served as a Specialized Technical Expert and Program Manager at the Joint Interoperability Test Command (JITC), within the Defense Information Systems Agency (DISA). Mr. Centeno managed a technical staff responsible for planning and conducting numerous tests and assessments for DHS and FEMA. He also provided expert technical and outreach support to FEMA and JITC on public alert and warning systems, emergency management, and broadcast communications.

As the JITC/IPAWS Program Manager, Mr. Centeno closely coordinated with the Federal Communications Commission (FCC), the Alaska Broadcasters Association and the State of Alaska Government to manage the planning and subsequent successful execution of the first live-code EAS Test using the Emergency Action Notification code in January 2010.
