Ronda Mosley, MS EMP, currently works as the Assistant Executive Director for Research and Government Programs at Public Technology Institute (PTI), in Washington, D.C. She is responsible for providing senior level technical support for PTI's environmental, energy, transportation, public safety, homeland security, and sustainability work. She serves as the operational point of contact for over 186 city/county and state member partners. Her duties include generating budgets and proposals for funding agencies, preparing program reports, managing existing project, coordinating activities among scientific, technical staff and other stakeholders; and assisting in the planning and development of future projects. Ronda managed the energy assurance Guidelines project funded by the U.S. Department of Energy (DOE) Office of Electricity Delivery and Energy Reliability (OE). Version 2.0 reflects experience gained in developing local EAPs since the Guidelines were first published in 2009. Ronda has a Masters Degree from the University of Pennsylvania in Energy Management and Policy (EMP) and a Bachelors Degree from Ashland University, Ashland, Ohio. |

Dr. Steve Foute most recently was Deputy Manager of the Department of Environmental Health for the City and County of Denver. He now consults for a number of entities including PTI, the City and County of Denver and others. Steve continues to be an outstanding leader of PTI's Sustainability Council as an advocate for environmental and energy issues at the local level. In 2006, the Council nominated him as its national spokesperson in energy assurance and critical infrastructure protection funded by the U.S. Department of Energy. Steve also assisted with the production of the Guidelines with PTI's Ronda Mosley. Mr. Foute has won several awards including the U.S. Department of Energy's Innovation Award, Colorado Governor's Energy Conservation Award and the Society of Real Estate Appraisers Author's Award. He is a Master Gardener in Pueblo County, Colorado. He received his doctorate in Environmental Science from the University of Texas at Dallas and has served as adjunct professor at the University of Colorado's School of Architecture and Planning. |

George Burmeister is President of the Colorado Energy Group, Inc., Boulder, CO. CEG assists local and state governments and the private sector with energy efficiency and renewable energy technology policy and program implementation, and the acquisition of federal appropriations. George worked on the Guidelines with PTI's Ronda Mosley. George's career includes a senior political appointment in the Clinton Administration, service with the National Association of State Energy Officials, Americans for Clean Energy, the National Conference of State Legislatures, the Sierra Club and the offices of U.S. Senator Timothy E. Wirth. He has a B.A. in Environmental Studies from Trinity University and a Masters in Public Administration from the University of Colorado. |
