SUMMARYEIIP Virtual Forum Panel Discussion FEMA's Compendium of Exemplary Practices Maria Younker William E. Reynolds, CEM Walter E. Wright, CEM Preston D. Cook, AEM Russell C. Coile, Ph.D., CEM The EIIP Virtual Forum featured a panel of speakers to overview of the third volume of FEMA's Partnerships in Preparedness, A Compendium of Exemplary Practices in Emergency Management. Links were included to view specific information on each exemplary practice featured as well as a link to download the PDF file of the recent Compendium (639K) from the www.fema.gov Library. Maria Younker has been involved with the develpment of the Compendium for all three editions, and provided background information regarding the purpose and selection process. Next year's edition may also include international entries. The other panelists took turns describing their respective exemplary programs and were available for a Q&A session with the audience. |
MARIA YOUNKERInternational Partnerships Program Branch Ms. Younker works as a staff member in the International Partnerships Program Branch in the Preparedness, Training and Exercises Directorate at the Federal Emergency Management Agency (FEMA). She is responsible for assisting in the development and implementation of cooperative relationships and programs with key nations in the areas of disaster preparedness, response, recovery and mitigation as well as managing FEMA's publication the Compendium of Exemplary Practices in Emergency Management. Ms. Younker has served as the Project Officer for "Partnerships in Preparedness: A Compendium of Exemplary Practices in Emergency Management," since 1995 and is responsible for working with State and local emergency management officials on its production, development and dissemination. Volume I received an award from the National Association of Government Communicators in the 1996 International Blue Pencil Competition, technical audience category. Approximately 132,000 copies of Volumes I, II and III have been distributed and FEMA continues to receive requests for this document that are both domestic and international in nature. Ms. Younker is currently investigating the potential for incorporating an international programs section into the fourth Volume of the Compendium. Ms. Younker received a Bachelor of Arts Degree in American Studies from Mary Washington College in Fredricksburg, VA in May of 1994. She joined FEMA in Washington, DC, under the Outstanding Scholar Program. Ms. Younker is a native of Washington, D.C. She and her husband reside in Manassas, VA. * * * * |
WILLIAM E. REYNOLDS, CEMEmergency Management Coordinator Bill Reynolds began his emergency management career as the part-time Assistant Civil Defense Director for the City of Elmhurst, Illinois in 1970. He graduated from the Career Development Program for Civil Defense Directors at Staff College in Battle Creek, Michigan in June of 1972. He was a founding member of the American Society of Professional Emergency Planners also in June of 1972. When he become involved in emergency management his full time occupation was that of a professional firefighter, for the City of Elmhurst, Illinois, where he attained the rank of Lieutenant. He holds an Associate of Arts degree in Fire Science from the College of DuPage, Glen Ellyn, Illinois and a Bachelor of Arts degree in Fire Administration from Western Illinois University, Macomb, Illinois. In September of 1989 he retired from the Elmhurst Fire Department with 28 years of service. He then became the first full time Coordinator of the City of Naperville Emergency Management Agency. In April of 1993 he received his certificate of completion for the Professional Development series from FEMA and Illinois Emergency Management Agency. In November of 1993 he became a Certified Emergency Managerâ from the International Association of Emergency Managers. He has served as President of the International Fire Photographers Association (1979-1988), President of the Northeast Illinois Emergency Management Council (1992-1993), President of the Illinois Emergency Services Management Association (1995), Region V President for the International Association of Emergency Managers (1996-to present), he was appointed as a Commissioner in 1997 to the Certified Emergency Managers Commission of IAEM, He also served as a Sub-Committee Co-Chairman on the Illinois Task Force for Emergency Management (1993-1994). He chaired the emergency management group that worked with Illinois Emergency Management Agency in 1994 and 1995 to re-write the Illinois Emergency Management Act of 1995. He is quite active in emergency management programs locally, state and nationwide. Currently he is representing IAEM on the FEMA Region V Project Impact Multi-Organizational Task Force. He has received citations from FEMA in their Exemplary Practices in Emergency Management publications II and III for his program of using pagers to alert hearing impaired residents of severe weather and other emergencies and for the use of the Naperville AM radio station during the floods of 1996. WALTER E. WRIGHT, CEMDirector of Emergency Management Walter Wright retired from US Army after 22 years at the grade of Lieutenant Colonel, most recently as a Civil Affairs Officer coordinating disaster relief and humanitarian assistance for both domestic and international emergencies. He has been the Director of Emergency Management for Linn County since 1995. He is responsible for second largest county in Iowa with greatest risk from natural, manmade, and He is also an adjunct instructor with the National Terrorism Preparedness Institute on He is currently developing metropolitan evacuation plans for hazardous material releases and a state wide functional Mass Fatalities Operations Plan. PRESTON D. COOK, AEMWarning/Communications Coordinator Prior to relocating to Florida, Preston Cook served 5 years in the U.S. Army, specializing in secure communications within the military intelligence community. Preston has worked in Orange County since June 1991. He received his Associate Emergency Manager (AEM) award from the International Association of Emergency Managers in 1998. As the Communications & Warning Coordinator, Preston is responsible for insuring the citizens of Orange County are warned for any impending danger, and for coordinating all activities of the electronic equipment utilized in response to any major disaster or emergency. * * * * |
RUSSELL C. COILE, Ph.D., CEMDisaster Coordinator/Emergency Program Manager Dr. Coile has been the Disaster Coordinator, Pacific Grove Fire Department, Pacific Grove, CA, since January 1990. He is r Responsible for disaster preparedness for the City of Pacific Grove, including: initiating emergency preparedness programs, revising and updating the City's SEMS Multihazard Functional Plan, designing the City's Emergency Operating Center, writing Emergency Operating Center Standard Operating Procedures, planning and conducting the City's exercises such as the participation in the annual statewide earthquake exercise each April, conducting public education programs, writing the City's Radio Amateur Civil Emergency Service Plan, organizing local amateur radio operators in the City's RACES group, recruiting, teaching and organizing Volunteers in Preparedness (neighborhood emergency response teams), and training all City employees in the California Standardized Emergency Management System. AVAGENE MOORE, CEMEIIP Coordinator Avagene Moore is a Certified Emergency Manager (CEM) who served as the Director of Emergency Management for 16 years in Lawrence County, Tennessee. Avagene worked four years (1991-1995) as an Emergency Management Project Manager for the Emergency Management Laboratory, Oak Ridge Associated Universities; her responsibilities included the coordination of the Occupational Safety Special Interest Group (OS SIG) for TRADE. She currently runs her own company, Avagene Moore/Professional Management (AM/PM), and serves as Vice President of TEAM Simulations, Inc., of Tallahassee, Florida. As part of her work, Avagene coordinates the Emergency Information Infrastructure Partnership (EIIP) for the National Coordinating Council on Emergency Management (NCCEM). Avagene is a 22-year member of NCCEM. She is a Past President of both NCCEM and the American Society of Professional Emergency Planners (ASPEP) and established her name and credibility with the Federal Emergency Management Agency (FEMA), other Federal agencies and national organizations through speaking engagements, published articles and papers, and testimony before various congressional committees on behalf of NCCEM and the emergency management profession.
