The EIIP Tech Arena presented Steve Fischer, National Pipeline Mapping System (NPMS) Project Manager for the Office of Pipeline Safety of the U.S. Department of Transportation, to discuss the NPMS project. As the basis for his discussion, Mr. Fischer started with the USDOT Office of Pipeline Safety (OPS) Mission Statement --- To ensure the safe, reliable, and environmentally sound operation of the nation's pipeline transportation system. He also explained that the Accountable Pipeline Safety and Partnership Act mandates OPS adoption of rules requiring a pipeline operator to create and maintain accurate maps that identify the location of the operator's natural gas transmission, significant distribution, and major hazardous liquid pipeline facilities in the state ... to inform a state of the presence of facilities. Mr. Fischer used several slides to demonstrate the NPMS and to emphasize how OPS works with the industry to meet the intent of the Congressional mandate.

Steve joined the Department of Transportation in 1997. He has been responsible for the development of geographic information services within the Office of Pipeline Safety, including serving as the National Pipeline Mapping System project manager.

His career began by developing the geographic information (GIS) system for the City of Niagara Falls, New York. The city was one of the first to begin utilizing GIS technology in addressing municipal planning issues. After five years with the city, he began working with Sabre Systems and Services in Dayton, Ohio. There he was the project manager for the GIS group focusing primarily on cadastral mapping.

Steve has a B.A. in Geography from the University of Central Arkansas and an M.S. in Geography from the State University of New York at Binghamton (Binghamton University).
